2000 Austin Keeper League Rule Book

The Commish rules on all cases to keep the competitive nature of the league in tact.

 

Introduction:

This is a Keeper League with performance scoring, 10 teams, head-to-head competition, and only 4 teams making the playoffs.  Each team designates one Franchise Player to keep at no cost.  Drafted players cost their draft position minus 3 rounds to keep for the next year.  Free Agents start at a 12th rounder to keep.

 

 

1.        Draft

1.1.      The draft is 16 rounds (rosters are 17) and is held in late August at least one week prior to Week One of the NFL season

1.2.      Owners can draft online or in person.

1.3.      Draft positions are determined by the previous year’s finish.

1.4.      The draft is serpentine with the team with the first choice of the first round getting the last choice of the second round

1.5.      Players still in college cannot be drafted or picked up as Free Agents

2.        Declaration Day

2.1.      The deadline to declare which players from the previous year an owner wants to keep is the Declaration Day.  Usually, this will be within the first two weeks of August.

2.2.      Each team can keep one Franchise Player thru Declaration Day for free

2.3.      Other player’s cost to keep is determined by taking the round he was drafted and subtracting three (3).  A player drafted in the 5th round would cost a 2nd rounder to keep the next year.  Therefore, no player drafted in the first 3 rounds can be kept unless made a Franchise Player. 

2.4.      The first Free Agent (player not drafted, but picked up during the season) costs a 12th round pick in the draft.  Each additional Free Agent costs an earlier round draft pick (ex: 11, 10, 9, etc.).  Owners choose what rounds they want to place multiple Free Agents.

2.5.      Drafted players must be placed before Free Agents to determine their costs.  Free Agents then fill in the available rounds.  If you want to keep a player drafted in the 15th round and a Free Agent, the drafted player will cost you a 12th round pick and the Free Agent will cost you an 11th round pick.

2.6.      If two players were drafted in the same round or multiple Free Agents are kept, the owner chooses the placement.

2.7.      Players drafted by one team, dropped by that team during the year, and added to another team via Free Agency still retain their draft position.  Traded players also retain their draft position.

3.        Rosters

3.1.      Rosters consist of up to 17 players by Week One of the NFL season

3.2.      Roster violations (too many starters) can result in forfeit of games involved

4.        Injured Reserve

4.1.      There is no injured reserve

5.        Starters

5.1.      Starting lineups consist of 10 positions

5.2.      Each team will start 1 each QB, RB, WR, TE, K, and D -- then any combo of WR, TE, RB for the final 4 spots

5.3.      Starting lineups will be extended from the previous week unless changes are submitted

5.4.      Starting lineups are due 30 minutes prior to the start of the first NFL game of the week

6.        Trades

6.1.      The trading deadline is the start of the first game of Week 9 of the NFL season

6.2.      No trade shall be allowed that disrupts the competitive nature of the league as ruled by the Commish (ex: collusion between owners)

6.3.      All trades must complete the transfer of players by Week 9

6.4.      Trades including real money are not allowed

6.5.      Trades including Kitty (FFL$) money are allowed

6.6.      Trades will cost each team FFL$2 to execute – cost can be assumed by one team.  The cost is FFL$2 per trade, not FFL$2 per player traded.

6.7.      Peer Review is available for all Trades.  Every trade will be posted to the website.  Owners have 48 hours to protest a specific trade to the Commish.  If protested, the Commish and Co-commish will review the trade for fairness.  If not protested, the trade goes thru. 

6.8.      This allows the commish to execute trades in a timely fashion, but allows owners to voice concerns.

7.        Free Agents

7.1.      Each team is given FFL$100 at the season start to bid on available players

7.2.      Free Agent bids must be submitted by email to the Commish unless other arrangements are made

7.3.      Bidding starts at 12:01a Tuesday and ends Tuesday at midnight (all times are for Austin, TX)

7.4.      Winning bids are notified and players are awarded on Wednesday.

7.5.      Thursday and Friday are “first come first served” and players can be picked up from the waiver wire for the minimum $2.

7.6.      Bids for Free Agents must list one player to drop from the active roster, one player to pick up, and the amount bid for the player ($2 min)

7.7.      Free Agents will be awarded to the highest bid – ties go to the weaker team (by Power Rankings)

7.8.      No Free Agents can be picked up after Friday midnight – therefore, no roster changes are allowed after Friday midnight

7.9.      In the event of an NFL game on Thursday, Friday, or Saturday, the Free Agent deadline will be 30 minutes before kickoff of the first game of the week.

7.10.   You cannot pick up a player the same week he has been dropped.  Players don’t become available until the NFL week after they have been dropped.

10.     Playoffs        

10.1.   Playoffs begin in NFL Week 15

10.2.   The two division winners automatically go to the playoffs

10.3.   The next two teams with the best records go to the playoffs

10.4.   Seeding is Team 1 vs. 4 and Team 2 vs. 3

10.5.   All other teams enter into a playoff structure to determine next year’s draft order

11.     Payout

11.1.   See the Payout Document

12.     Trophy

12.1.   The Championship Helmet is inscribed with the winner’s details and must arrive at the winner’s home before the Super Bowl of the same season

12.2.   Delivery of the Trophy is the duty of the previous year’s winner – reimbursed with league funds – unless they are an ass and wait forever to deliver the trophy or wait to tell the Commish what it costs.  The Commish ain’t a bank and he doesn’t keep accounting records forever.

12.3.   If you have the Trophy, you are responsible for it (US$300) if damaged or lost – don’t drop, scratch, or get it stolen.

13.     Over-ruling the Commish

13.1.   An owner can over-rule the Commish by getting the approval of 6 owners (a majority in a 10 team league)

13.2.   Owners have two weeks to complete the contesting of a ruling during the regular season – one week during the playoffs.  It is the responsibility of the owner contesting a ruling to collect the votes.  It is not the responsibility of the Commish.

14.     Leaving the League

14.1.   If you want to leave, just let the Commish know.  The league would appreciate as much notice as possible for obvious reasons.

14.2.   If you abandon your team (fail to submit rosters or fail to participate), you can be kicked out of the league.  It’s just a fantasy football league, but we want you to be active.

14.3.   Missing the draft without making arrangements is about as serious a mistake as can be made.  No recovery from that.
